Dear Churchill-Bab!  

Remember Me? The last time I met you is when you humbled yourself to come to see me at my home in Orlim, Goa. You came to seek my support for your Candidature to contest from the Benaulim Constituency. My spontaneous response was to ask you whether you ever took the trouble to seek feedback from the people as to why they refused to elect you to power at the last elections. You quickly retorted that the Church in Goa failed you by exhorting its laity not to vote for the Congress Candidates. And, I told you that if the Church did exhort, obviously it was because the Congress Government then in power was corrupt.

And now, you want the Benaulim Constituency to elect you. So, to woo the Voters, you have a special set of promises. You humbly request the people to support you “ … in Bringing Sustainable and Overall Development to make Benaulim Constituency a Much Better Place to Live In.” I am puzzled as to how you plan to bring about sustainable and overall development to make Benaulim Constituency a better place to live in. This sounds ludicrous seeing that you have not yet done anything even to oppose the plans of the Rahejas Universals Ltd. to erect concrete jungles in Carmona. And as long as we let concrete jungles to grow in any Goan village, any promise to develop a much better place to live in will remain a myth.

You now talk of restricting the inner roads to six meters wide; yet, when you were PWD Minister, you yourself had given written instructions to the PWD to acquire land for widening the existing 3 meters to 10 meters wide access and facilitate construction of concrete jungles in Carmona. And, when that seemed impossible, your Government then in power allowed fraudsters to fraudulently amend the Land and Building Construction Regulations of 2008 thereby making it easy for the Rahejas to get Construction License. As such, your promise to make Benaulim Constituency a better place to live in isn’t convincing at all. And this “fragment of truth” will hurt you and your supporters, perhaps.

Anyway, you don’t have to work hard to woo the voters to win the elections 2017. The other Candidates in the Benaulim Constituency, intentionally or unintentionally, are doing their best to help you win by letting the votes get divided amongst them; hopefully, your vote bank will remain intact, and your success, perhaps, sure. 

But, Victory at the Elections should not be your ultimate goal, per se.

Listen! You and I were schoolmates at St. Mary’s High School, Varca. Inauspicious circumstances compelled you to drop out of the school and take up the mantle for a decent living even before completing your High School. In course of time, you were a self-made man. Your love of Sports won you public admiration all over Goa. You fought for Konkani at all costs and won the battle. Your struggle earned you people’s love and you became their political hero. You contested then, and won; you toppled the then Rane Government to become the first ever Catholic Chief Minister of Goa.  And, subsequently,  you became Sports / PWD Minister, MP and so on. On the other hand, those highly educated in Goa have not yet accomplished as much, politically, even as you did. But, you allowed your political success to end up in political excess. And so, the People of Navelim Constituency lost faith in you and rejected you at the last elections.

To win back people’s support and give you now another golden opportunity to serve the Benaulim Constituency or Goa, you will have to openly declare war against the Builders’ Lobby in Goa, starting with the Raheja Universals Ltd in Carmona. But that you should have done long, long before; if you do it now, it will be interpreted as an eye-wash only to earn people’s lost support and win the Elections.

Churchill-Bab, the only way you can earn support and trust, is by getting involved with the people at the grass-root levels and help; not so much to restore your lost political glory but people’s lost love and trust, and shine as a hero who cares as a servant of the people, whether by being in the Government or from the outside of it when defeated. Then, and only then, God will restore your lost glory! My prayers are with you for a bright, clean political career, or otherwise!

Subsequently, the Citizens themselves recommend Candidates who, in their opinion, are capable of providing quality governance. Thus, as a result of prospective Voters’ participatory outsourcing is the recommendation of prospective Candidates who are nominated to contest Elections.

Among these recommended Candidates, efficient and capable Candidates are selected through proper screening and next nominated for any ensuing election. Such nominated Candidates are supported through crowd-funding mechanisms for the purpose of securing appropriate election responses and satisfactory results. Elected candidates, hopefully, comprise the majority to form the Government.

An Intellectually Enriching Experience?

Mariella Miriam Martins Seven Years After…

Mariella, aged three years and three months, can read and recite the English alphabet without much difficulty. With ease, she will read the letters and name the pictures or symbols pointed out at random from her ABC picture chart. When it suits her interests and mood, she will press any key of her musical toy with pre-programmed musical tunes and dance to the tune replayed as far as she can help it, soloAnd she seems to take much delight both in the different, at times complex, developmental tasks. Someone, being sufficiently exposed to Konkani both in the home and in the immediate environment in an urban setting, Mariella talks in Konkani with a limited vocabulary but appropriate for her age. Her parents also talk to her in English and Portuguese at leisure, and she responds to them with “telegraphic speech” in both of these foreign languages. She is also picking up Hindi from the TV screen at her own pace.

On her completing pre-primary or kindergarten, her parents who are committed Catholics will have to make a choice: either to enroll her in a Konkani medium Diocesan school or in any English medium school for her primary education. What will actually be the important factors at play when it comes to making the crucial decision to enroll Mariella for her primary education?

Does the thought of sending your child to a primary school where the Medium of
Instruction is in the Mother Tongue throw you into a panic? In other words, are you afraid if not ashamed to send your child to a primary school where the Medium of Instruction is the Mother Tongue and not English? What really prompts many parents to send their children to English medium schools even at times when they cannot afford to pay the fees? Does the Medium of Primary Instruction in the Mother Tongue really matter as far as children’s academic performance and educational outcomes are concerned?

With the increase of Catholic schools providing opportunities for Primary Education in the Mother Tongue (Konkani), and at the same time, with the availability of educational facilities in the community for Primary Education in the English Medium in many parts of the State, many Catholic parents have the privilege and responsibility of making informed decisions concerning their children’s early education. To make an appropriate choice of school for Primary Education, concerned parents do give much thought to it from the time their children get out of the diapers and almost complete pre-primary education in the nurseries and or in the kindergartens. Children

In the face of both pleasant and unpleasant possibilities, parents try to be the best they can even in the midst of diverse and sometimes confusing advice as to what is best for their unique child. For example, many Catholic parents in conformity with their Christian values strongly feel they should send their children to a Catholic primary school if at all they are to expect anything good to happen. But, at the same time, these parents are ambivalent and feel highly insecure. For these parents to expose their child to a Konkani Medium after spending preprimary school years in English the decision is a tough one and they are scary of the outcomes. Moreover, some of these parents have been talking and exposing their children to the English language at the expense of their Mother Tongue on the assumption that if they talk with their child only in English from the very beginning will help their child perform better socially and academically at a later stage.

Still, for many parents it is not necessarily always the Medium of Instruction that is an issue or the final deciding factor. A sizeable number of parents spend a lot of time to study the school they should choose for their children to a Konkani Medium of Instruction will undermine their proficiency in English and lead to intellectual deficits and as a consequence, poor academic performance. So, they prefer to send their children to an English medium school.

On the other hand, there are those who think that for parents whose Mother Tongue is other than English to send their children to a primary school in the English medium is culturally inappropriate and doesn’t serve any purpose if at all we are committed to promoting the cause of our mother tongue or native language and culture. Yet, at the same time, they are quick to send their children to an English medium school when their turn comes. In a way, they too assume their children have much to gain in the English medium primary school for their intellectual enrichment.

The assumption held by many parents that children can perform academically better in an English medium school but not in a Konkani medium school is inconsistent with research findings relating to elementary education of children in bilingual cultures. Contrary to fears of English-speaking parents, latest research studies (and findings) indicate that there are no negative consequences when children are exposed to an early bilingual experience. Which means, even those children who have been exposed early to only English at home and or during preprimary education are not likely to show any intellectual deficits if they are educated in a primary school where the Medium of Instruction is in the Mother Tongue, provided the learning environment in the school concerned is developmentally appropriate?

  According to some child developmental psychologists, bilingualism – exposure to two languages simultaneously or even sequentially – has intellectually enriching experiences. When compared to monolinguals (children exposed only to English or only to Mother Tongue from infancy), balanced bilingual children show “advantages on tasks of analytical reasoning, concept formation, and metalinguistic awareness – the ability to think about and reflect on language itself” (Laura Beck, 1989). Based on the evaluation of the effects of bilingualism, it is concluded that children exposed to more than one language even at an early developmental stage do not experience any difficulty in mastering or in developing proficiency in any one language the child is exposed to.

In one recent study conducted in the United States, Kinborough Oller (1995) compared a group of children from bilingual families, where they grew up speaking both English and Spanish with a group of children from families that spoke only English. Surprisingly, contrary to earlier beliefs, no differences in learning the languages were observed between those exposed to two languages. As observed by Oller, “At three years of age, bilingual children performed as well in Spanish as children who spoke only that language, and they actually performed better at English than English-only children.”

Of course, these findings are based on research in “additive settings”; that is, in settings where the second language is added as “an enrichment to the native language and not at its expense”. Research findings debunk the prevailing myth among many educated Goan parents. That if they talk early with their children only in English at the expense of the mother tongue, their children will be more proficient in the English language. These parents need to know that till date “there is no evidence that the native language should be eliminated as early as possible because it might interfere with learning a second language (such as English). Instead, higher degrees of bilingualism are associated with cognitive flexibility and improved concept formation” (Santrock, 1997).

The overall situation in Goa is such that many children in urban and rural backgrounds are exposed from early childhood to more than one language at the same time. Even in such a situation where parents choose to talk with their children only in English at the expense of the Mother Tongue, these children cannot escape from being exposed to more than one language in their cultural milieu. Even the many children who live in rural communities in addition to mastering the native language of the family to communicate effectively at home, at a later stage have to master the English language to make their way in the larger society. All these children equally need educational programs that provide high quality language experience for their development. Bilingual education is the recommended solution to meet the developmental needs of such children.

Bilingual education refers to programs for students whose mother tongue is other than English and instructs such students in their own mother tongue part of the time and includes instruction in English as a second language. According to developmental psychologists, such bilingual educational programs serve as “transitional programs” and are “necessary to support students learning in mother tongue until they can understand English well enough to function in the regular classroom, which is taught in English” (Santrock, 1997).

In our educational system in Goa at the primary level, bilingual programs vary extensively in content and quality. At a minimum, they include instructionin English as a second language for students acquiring their primary education in their mother tongue. For example, both Government and non-government schools introduce English as a second language at the primary level beginning with the third standard and not earlier.

Given the fact that a large number of children coming from poor rural areas are exposed only to their mother tongue during their preprimary and primary education and there being no provisions for their exposure to English as a second language at an early stage, these children are certainly at a disadvantage when they enter the Middle School to learn in the English-only medium. Such children find themselves handicapped in the English medium middle school because they have not yet learned or developed the needed English skills, unless the school organizes remedial classes in English as many of the Catholic schools in Goa have been doing.

In one recent investigation, Grace Yeni-Komshin (1995) found that the individuals who began speaking English at about 6 to 8 years of age “were proficient in neither their mother tongue nor in English”. Abrupt submersion of the child in an English-speaking environment in the Middle School without any earlier exposure to English, prone the child to be at risk for “semilingualism” – “inadequate proficiency in both languages for a period of several years”.

Disadvantaged non-English speaking children and those speaking only-English in a multilingual culture are at a special risk for semi-lingualism when schools provide only-English or only-Mother Tongue instruction. Bilingual educational programs during the pre-school years and in the primary schools can help disadvantaged children prevent the “cognitive and educational risks of semilingualism”. In the valid opinion of the psychologist Laura Berk, “bilingual educational programs are committed to maintaining children’s first language whilst fostering mastery of English. By providing instruction in the native language and gradually introducing English as children become ready for it, bilingual programs communicate that one’s native language and culture is respected”.

If there are schools imparting preprimary and primary education in the Mother Tongue without at the same making provisions for introducing English as a second language at an early level need to keep in mind that they should make such provisions possible. The number of bilingual and trilingual children is expanding at such a rapid rate in our country that they constitute an important subgroup of language learners that society must deal with in every single State of our multilingual Nation. The need is, therefore, to develop a National Policy to guarantee a “high-quality language experience” for such children through the development and implementation of quality bilingual programs.

As argued by the United States Commission on Civil Rights in their rationale for bilingual education (1995), “lack of English proficiency is the main reason language minority students do poorly in school; bilingual education should keep students from falling behind in a subject while they are learning English”. Rather than simply urging parents to send their children for primary education in the Mother Tongue only, the educational authorities concerned will do well to motivate unwilling parents to change their negative attitude towards primary education in the mother tongue by implementing and gradually improving the quality of bilingual programmes”.

In our multilingual culture, both the Government and those concerned about the facilitation of cognitive competence as well promoting native language and culture should keep in mind the need for quality bilingual education as a “right of every child to be fully educated, and that beyond this, it provides one of the best examples of how language, once learned, becomes important tool of the intellect and fosters cognitive growth”. As suggested by one educational psychologist, “the goals of schooling could justifiably be broadened to include the development of all children (students) as functional bilinguals, with the aim of promoting the linguistic, cognitive and cultural enrichment of the entire populace” (Hakura, 1986).

Conclusion 

Even though direct “Casual relations between bilingualism and cognitive or language competence are difficult to establish” in general, “positive outcomes are often noted in communities where bilingualism is not socially stigmatized” (John W. Santrock, 1997).

Therefore, the need for Primary Education in the Mother Tongue and bilingual education at an early level is even more prominent for children who are exposed to more than one language in their immediate surroundings and, accordingly, have to learn to cope with the stress caused by multilingual cultures and media exposure.

Taking into account or cognizance of the many advantages of bilingualism, English speaking parents need not feel hesitant to send their children for Primary Education in the Mother Tongue, or even to talk with their children in the Mother Tongue if they can take it well.

And, whether we like it or not, we need to accept without any bias, the fact that the cognitive advantages of bilingualism provide strong justification for the introduction of Mother Tongue in the primary schools in Goa.

INTRODUCTION

 After the Liberation of Goa from the Portuguese Rule, all Goans had high hopes relating to an all-round development of Goa, even as soon after its liberation the ultimate power for its development from thence rested in the hands of Goan people. Accordingly,  the various Governments were elected to function and fulfill Goa’s aspirations through proper quality governance for Goa’s all-round development.

However, as years of Goa’s Governance passed by, every successive elected Government of Goa had intentionally involved in corrupt practices in all the major areas of governance. In the process of such disgusting governance, we witnessed that successive Governments only destroyed Goa`s pristine environment, coastal ecology; and, further we also next witnessed deteriorating law and order situation as a whole, without any provision for improvement in socio-economic conditions of the Goan public and the Goan political system at large.

Eventually, poor governance wherein things were only getting really bad, if not worse, prompted or forced a number of people, as concerned Citizens of Goa, to conclude that the time was ripe to take measures in their own hands, lawfully, in order to protect the interests of all Goans by involving in and engaging themselves in all areas of Governance. Thus, concerned Goans saw the need to come forward to protect Goa as a whole from its further destruction and to work for restoration of environmental and ecological imbalance created by unwarranted and uncontrolled haphazard development carried out without giving heed to the ongoing degradation of environment.

The bulk of these concerned Goan people are none other than those staunch social activists who have been fighting, all along, against all sorts of illegalities and corrupt practices by successive Governments in the State of Goa. The aggrieved public in particular were the victims of poor governance with intent to destabilize and create disturbance among the Goans, thereby causing loss of Goa`s revenue in the bargain. A host of new socio-political as well as environmental problems have cropped up needing immediate attention by all Goans concerned to protect Goa from being further brutally destroyed.

At the cost of repeating, it is to be told that in the recent past, we have seen several issues, rather social evils, plaguing Goa. These core troubling unresolved issues or problems include Illegal Mining, Regional Plan, Mopa Airport, MoI, Casinos, IPB, Drugs and flesh trade, etc. which the successive governments have miserably failed to solve, thereby leading to direct huge losses of revenue, complete disturbance and divisive unrest among the Goans, illegal developmental and business activities, environmental pollution and social unrest, further aggravated by acute shortage of land for Goans, who are the original native inhabitants of Goa.

The time is now ripe for all Goans to wake up and take seriously what is actually at stake here, in the tiny State of Goa. Accordingly, concerned Goans, comprising of a committed group of like-minded staunch social activists, have come together to provide a unifying platform for the people of Goa to come forth and help restore Goa to its original, beautiful, peaceful  land that it was always known for in the yesteryears, even as it was before its complete destruction in the hands of our erstwhile and present corrupt politicians.

A few like-minded concerned Citizens of Goa felt that it was necessary that all the honest, sincere and committed Social Activists should come forward and take Goa’s Governance in their hands and play a more prominent pro-active role through governance. After all, these Social Activists are those very few who have dedicated their lives for social causes in various fields; and, as such, these committed social activists have decided and have come forward and rededicated to work themselves for the larger interest of protecting Mother Goa and even next, eventually, involve themselves directly in the governance of Goa as a whole as there remains no other option.

Undoubtedly, with their much and varied experience in the legal and other related aspects of various issues plaguing Goa, these Activists can be a guiding force working towards restoring Goa in all areas of development and solving all issues which are created during the course of poor governance by the successive governments. Bad governance all along has created unnecessary differences among the Goans thus leading to derailment of peace and social and peaceful co-existence. This group will aim to unify Goans and work for eco-social change in the life of Goans as a whole, with an eye to restore Goa`s lost heritage and culture.

This unique Social Group formed and dubbed “United for Mother Goa”, consists and is restricted solely to those Goans  genuinely committed to Gandhian Principles of non-violence and peaceful good governance; as such, it is dedicated to fight for the noble cause of Mother Goa under the banner of “Goemche Lokamcho Awaaz” with one voice.

NEED for a Drastic Political Change in GOA

As we all know very well, in order to bring about a political change through proper exercise of our franchise at the forthcoming elections in 2017, the only way now left to Goans is by their electing credible Candidates, capable of forming  a Government which is truly and sincerely committed to fulfilling Goan peoples’ aspirations.  With that worthwhile objective in mind, this Social Group will continuously work to educate the Goan masses as a whole in all areas of life, and motivate them to join hands with the people of this Group who have rededicated themselves to protect Mother Goa from further destruction.

To achieve their noble Goal, this Social Group will support and work for the success of its qualified Members to contest at the forthcoming elections 2017. To achieve their Objectives, the Group will likewise eventually support and work for the formation of a viable Political Party, solely comprised of members of this Social Group having mass following and sound skills for good governance. The need for a Regional Political Party is undeniable and the same foregoing idea or objective has solely evolved as a result of collective appraisal of the total non-performance and corrupt practices in all areas of current governance by all the political parties which have been thus far involved in forming successive governments in the State of Goa, ever since its Liberation.

Moreover, we do not find any credible and honest politicians in the current political parties of our present political dispensation in Goa. We find these Parties are only hell-bent in developing their party bases without ever giving any heed to the critical issues plaguing Goa. Instead, Goans are simply taken for a ride by giving vague examples of their so-called achievements and developmental works. But, sincere Goans who are sacrificing their time in supporting existing Political Party systems should understand their corrupt mentality and know why the staunch Social Activists have not joined hands and or left after knowing the internal coterie formation which will only further destroy Goa`s fabric leading to our utter ruin.

Talk about Good Governance in Goa, we are left feeling confused. As for the BJP, we all know their motives and there is no need to talk about it. Next, is the Congress… the fact that we brought the BJP government to power speaks volumes as to why the Congress too is not required here … they are the two sides of the same coin. As for other regional parties, they don’t seem to be putting the efforts to make the mark to win any election.

What about AAP? 

Whenever the Goan Electorate voted to power the Congress and BJP, as National Parties, and empower for good governance, it was solely with the utmost hope and expectation of corruption-free governance; more so, in protecting Goa’s Cultural Identity as well as its Bio-diversity. However, no sane mind in Goa will fail to acknowledge to our shame that the elected Governments of the day, each in its turn, took the electorate for granted, and forgot their empty political rhetoric and promises and left the Goan people feeling fooled and betrayed. Of this crude fact, no one is ignorant of, so as to blindly deny the same as a painful reality; only the dumb voters will overlook such a painful reality and still be willing to blindly vote dumb politicians of either Congress or BJP to power, all over again.

How about AAP? Is It really the Only Viable Option at the Election 2017?

Undoubtedly, wise voters in Goa, being fully aware of the abysmal failure of the Congress and BJP Governments in Goa to govern Goa efficiently and effectively, are now looking to AAP, being a National Party, to come to Goa’s rescue by gaining power in the elections 2017 and thus to govern Goa. However, even now it is obvious that AAP in Goa is already plagued with elements who’s only Goal is to ruin Goa. As such, AAP fares no better than BJP and Congress.

If that conclusion about AAP be not appropriate, then why should we support AAP, after all? What kind of issues have AAP taken up that are so crucial to the welfare of Goans? Why aren’t issues like the Mopa Airport, Casinos, Special Status, MoI, etc. aren’t being taken up and discussed as being essential? If AAP brand is here to protect the interests of Goa and Goans, do they really need experts to decide that Casinos are beneficial to any Society? Or, whether illegal structures should be supported or not and for whom? Besides what were they doing since the last Lok Sabha elections? Why were they sleeping? These and related questions when put forth to AAP leadership in Goa, have always been discouraged and or coolly ignored, and for the same reasons Social Activists have been sidelined by the AAP leadership in Goa. The wise Goan voter is really facing a dilemma.

Also note the fact, that one top official of AAP, who is the main observer and appointed to consider AAP’s functioning in the Goa State, is known to state that Social Activists do what they do, merely for a ‘feel good factor’.  Now, how can we trust them? We definitely don’t believe when they seek us it is only to build the AAP party base first, and that next, only then, they tell us, they will take the real Goan issues. There is no transparency in the AAP party right from the grass root level workers to the top, although their party ideology states otherwise.

Some other major issues are also affecting Goa. These issues are of our primary concern for protecting our unique culture and identity, as well. Goa is slowly losing its hold through the accumulation of more and more non-Goans which do threaten our unique Identity that defines our uniqueness as native Goans. Next of concern, are the Communidade lands that are at stake, given the greed of the Builders’ lobby. No Government wants to follow Communidade land laws, nor does AAP consider an issue worth their attention. Goa has exceeded its carrying capacity. Goans are now being gradually outnumbered.

All of the above pertinent reasons should prompt concerned Goan voters to elect to power a Government that is nobly committed to promote the welfare of Goans. And, since there is no Regional or National Party that can be judiciously trusted by the Goan electorate, our Social Group, even Mother Goa, has been prompted to rise to the surface to encourage Social Activists to play a proactive role  by contesting and in getting elected and form the next Government in Goa and deliver the goods efficiently and effectively. If not, let our ailing Mother Goa perish and let our children and future generations suffer for our callousness and downright negligence. God forbid it!!!

GOA’S FIGHT FOR REGIONAL PLAN  

Regional Plan for Goa – RPG-21 needs to be scrapped. The New Government will have to formulate a new Regional Plan with the active people’s participation involving every Village Ward-wise committees. For any participatory process at the Panchayat level to have its effectiveness, incorporation of the 73 rd  and 74th Constitutional Amendments in the Goa Panchayat Raj Act, 1994 will have to be done as soon as the new Government is formed. Also, compulsory preparation of Annual Development Plan by all the Village Panchayats will have to be ensured so as to find a legitimate place in the new Regional Plan as well as in self-governance at the Village level, through official or legislative empowerment of the Village Gram Sabhas.

CURBING ILLEGAL MINING #

 

 GOA FOUNDATION filed a Case relating to Goa mining illegalities in the Supreme Court. Apart from declaring Goa mining as illegal from 2007 to 2012, the Supreme Court ordered to form permanent Goache Matichem Fund and to deposit 10% of profit in this fund from fresh mining in Goa. Also, there is a need to recover the money from the miners for the period of illegal mining activities. [We need to form an autonomous body to look after the fund and also to recover the money from the companies during the period of illegal mining. For the sake of security, we need sincere people to run the government]. Only if we have committed people on board, we will succeed in getting the money back which can be deposited in secure funds and returns of which can be distributed among the people as dividend.

English being universal language, it is a fundamental right and freedom of every child to have education of one’s individual choice. In that context, we should not only support MOI but go to every nook and corner of North Goa and to all other areas of diverse and divisive mindset and thereupon educate our fellow Goans the need for learning in English. This doesn’t mean Konkani, which is our Mother Tongue, will be neglected; certainly,it cannot be neglected (Read:> Primary Education in the Mother Tongue ). Our focus is on helping our children be fluent in a language which can help them thrive socially and economically in any English speaking country. As such, an open debate with the Goan people as to why they should support MOI.

Regarding the DEMAND for SPECIAL STATUS for GOA , the issue will be taken up with the Central Government for its consideration of the need of recognizing Goa`s unique identity

The government has cheated us on special status. That’s why the youth have come out on the streets. We want special status under Article 371(i) of the Constitution. We want unchecked migration to stop. Jobs should be given to qualified Goans first. We want sale of land to people from other states to stop. Konkani should be made compulsory,” states, Prajal Sakhardande in the “Citizens Demand Special Status for Goa

The new Government will have to frame special laws, rules and regulations to protect and prevent wholesale destruction of land and environment in Goa. However, neither BJP nor the Congress Governments will ever work obtaining Special Status for Goa given their utter failure all along. Those United for Mother Goa should now nominate and support its own Independent Candidates in the Elections 2017  eventually forming a New Regional Party and subsequently work towards securing Special Status for Goa.
